Windows Not Recognizing USB MP3

Hey guys, Havn't been here in a while. Anyways, I have been all over the internet trying to find a solution for this and others seem to be having the same problem too, but none of their solutions worked for me. I am using a Samsung YP-U2J and before it was working fine for me but one day it just stopped working. I tried rolling back the driver, uninstalling and re-installing, not allowing the PC to turn off the device (because for some reason it turns my device on and off over and over again and detects it over and over). Here is what happens, i plug the device in, it turns on and off over and over, for some reason, it doesn't do that when i use my nyko xbox 360 usb and that's how i got to uninstall it. When i reboot and it re-installs, it tells me that the hardware did not install properly every time. Then, windows can't find this thing at all, but through the device manager, i can see it and it tells me
"Currently, this hardware device is not connected to the computer. (Code 45)

To fix this problem, reconnect this hardware device to the computer."

If you want to know anything else just ask, im not much of a computer whiz

oh yea, i just googled Code 45 and it tells me:

The device is not present or was previously attached to the computer. If Device Manager is started with the environment variable DEVMGR_SHOW_NONPRESENT_DEVICES set to 1 (which means show these devices), any previously attached (NONPRESENT) devices are displayed in the device list and assigned this error code.

how do i input the environment variable?
