Windows OEM is NOT for individuals...

Yeah. its always been like that as far as I know for OEM. The System is really suppost to be a resale. Starting when Vista came out they starting putting not only OEM on them but added System Builders to the name. They can cram it. As many as I buy I'll put a copy on mine if I want too.
 
It has always been this way. This is nothing new really other than maybe they added some more restrictions in. In fact, when I worked for a MS System's builder we had to sell items with the OEM. So you could buy a case fan and still buy the OEM software.

I have no idea how much MS audits resellers.

Pretty sure its still that way. Always thought of how newegg and so on can sell them on their own without a computer part with them.
 
Well you can do it over and over again until you get caught, so it comes down to how much MS audits you. I know we were high volume so the audits did happen to us. Hell, I had to help inventory all of our internal copies of Windows to make sure we didn't go outside our licenses.
