Windows OS in car dash

hi guys, i'm 100% new to this site and about 80% new with computers. i'm a car techie and i need some imput from computer techies. i tried to find the best section for what i'm asking next, so forgive me if i broke any forum rules. :confused:

part of having a car operating efficiently is revolving around electronics more and more as days go on. usually, an aftermarket engine control module (ECM) displays vital information about the way the engine is operating on a laptop while the car is on a dyno. what would be ideal, is to have an OS (like windows 95 or xp) in dash displayed on either a flat LCD screen monitor or a flip LCD monitor/Reciever at all times. it would be nice it have this information displayed from an integrated head unit.

provided i have the USB connections, is there anyway this can be done properly without spending dearly? can anyone shoot me in the right direction for this set up? if any further explanation is needed let me know.
 
even if you could hook it up youd still need some type of software (or even hardware) to to read info off the ecm
 
yup, all aftermarket EMSs come with software to read data and make changes... the ECM hooks up to the computer via USB. i guess i'm asking if there is a PC that i could install in my car, and if so, how would i be able to use my CD/DVD player monitor as a computer monitor? i'd simply mount a keyboard with a mouse inside my glove box to make changes as needed. the key is integration. makes more sense now? lol. feedback.
