Windows Server 2000 Shares

I have a server running Windows 2000.

I can create shares, but I want to be able to create a "permissionless" share.

I have XP machines in a workgroup with the server - not using a domain.

All the shares I create can be accessed by accounts - username/password, but I want some shares to be available to all. I used to use a simple Linkstation as a file server, and this was great - no access restrictions. I put all my internet favourites into a shared folder, and altered the favourites directory to point to the share, so any machine I logged onto had my favourites.

I also use Outlook Express, and put the PST file on the share to let me access the email on any machines (also made a BAT file that checks to make sure the file is available and not in use before launching outlook).

So, is this possible? I have tried using the "everyone" group on the share and security permissions, but nothing!
