Windows vista or possible hardware issue...help

I started up my computer like every other time and it didn't want to go past the loading screen. So i shut the computer off and tried again and it kept getting stuck at the loading screen. So i tried to go into Safe mode and it won't let me get in. I have a TOSHIBA model# PSLD8U-00G001 OS: windows vista. No BSOD, sound, computer has updated anti virus and anti spam software. I want to put Windows 7 as the operating system but it won't let me load it because it needs the computer to load in normal windows mode. I need to be able to load it in Safe mode command prompt (only safe mode that's working) or be able to force the load. Please help.:eek:
 
Can you get into your bios ? you just have to make sure that the boot from cd/dvd is first option in your Bios...then you can boot the Windows 7 setup disk..
 
I pressed F12 and went into cd/dvd and tried to force it to start that way but it told me i needed to restart the computer and load windows and then start the cd on the normal boot up:mad:
