Windows XP Home Missing Startip Files

I do not have a disk to reinstall windows. On start up it fails to load, safe mode is inaccessible. I am hoping to save my files (my documents, nothing else), and load or fix windows. How can I do this. I created a start up disk on a second computer, the program I used i BartPE. Is there anyone that can help me restore my computer?
 
On your second computer, configure it to use two hard drives like a second IDE cable or change jumper settings on the hard drives, plug the hard drive form the old computer up and there should be two hard drives that appear in "My Computer" assuming that you have Windows on that computer. Than you should just be able to open it up and get the files you need.
 
I am not sure if this will help but when you press F8 select "Last Known Good Configuration". I am not sure if it is going to help. Also I don't know if it will save all your stuff. Maybe someone else on this forum will clarify that.
