usually those oem files are on the xp installation cd, during ur installation did u get any errors that said it couldnt load a file? if so, i'd try cleaning the cd and if not, your hard drive may be in trouble.

This is a Retail Install Disc?

yeah the install disk that came with it but i tried other xp cd's just for the heck of it and they all do the same thing..i really need to fix this machine!! I don't see how the drive would be the problem...but then again who knows right?? Either way...if i take the drive out and plug it into another computer it does detect it so i don't see why it should not work.. I think its just not loading the drivers

I had this issue with a Dell computer also.

The Samsung hard drive was indeed the problem. I could
use the drive for storage but it would not let me install
an OS on it. Strange.

I put a different hard drive in the computer and installed
the OS without a hitch.
