windows xp pro unable to boot from cd

I am unable to boot from cd while installing windows xp pro. When the "press any key to boot" message comes on it times out after the five seconds. I know my keyboard works. There are two sticks of DDR RAM. One is 256MB, the other 128MB. Could this be a factor?
 
The keyboard worked to set up the boot sequence.
Is there a difference in the number of pins between a 256MB RAM stick and a 128MB.
Shouldn't the RAM sticks match?
Is this even enough memory to support windows xp pro?
 
Does the CD drive show up in the bios. Check the IDE/Power connections. When he said it was on durning a thunderstorm, did he say what happen. Did the power just go out, was there a power surge?
 
Do the RAM sticks have anything to do with it?

If you think there's an issue with the RAM, which there shouldn't be, remove one of the sticks.

You can try each stick in the First Slot to see if your results change.

You can also test the RAM to make sure it's ok by downloading Memtest 86
and burning it to a CD and booting to the disc.
