Yeah you can. But can I ask why? You can make windows 8 look like windows 7 and get the start menu back.
 
There are a lot of GUI replacements out there for Windows 8. One that I have used is called Startisback. Someone might post something different. I think there is a free one out there, but I can't remember the name.

If you do downgrade to Windows 7 (which requires a complete reinstall) make sure you use the right drivers.
 
ive read of a lot of horror stories downgrading to win7.granted some are caused by a lack of knowledge but,really,win8 is ok with the right tweaks.i installed iobit startmenu 8 on my wifes laptop and she is really happy with it.to me it looks and works pretty much like win7.
