I've seen that page too. Looks like since there's no "Download" button, it's a work in progress, a placeholder for a future downloadable package for deployment on multiple machines in an IT setting... or for those of us who want to save it for future use and not go through Windows Update

Both are for those in the beta testing arena. You first have to sign up for the free membership in order to download the beta for SP1. SP3 for XP is already saved to a folder here but still beta. You will likely see the full release of IE 8 at the same time as SP3.

Actually, there's now a registry hack that you can use. You download SP 3 through Windows Update after you apply the hack. Microsoft sent me an email about it a week or two ago. If I can find it again I'll post the details here.
