Winfast tv2000xp expert quality issue

Iv'e got a winfast tv2000xp expert tv capture card and it is really shit quality.
ive tried updating the software and the drivers but nothing works.

ive already tried changing the cables around and it doesn't make any difference.
i even bought a signal amp, that did a bit but not much

my dad's computer has the same card but newer and its got random lines through the screen

does any1 no any appz that improver quality or has someone had the same problem

I have one at first I thought the same thing but with a little playing with the config such as auto refresh rate help alot. The card itself is suppose to be one of the better ones out there.

my dad's is da main concearn, its like got these lines(not straight ones) on evry channel.
and by the way what refresh rate thing u talking bout
