wininet.dll cannot be found and computer stops booting after dialog box appears

I get this message, and I have seen info. on how to download the file. The problem is I can't get past this message when starting my laptop. I can't access the desktop, and therefore can't access the internet. The computer just stops after the wininet.dll dialog box appears and you click ok. Any advice would be much appreciated.

When abouts is the message appearing. Before the Windows Logo loading?

As are you able to boot into safemode and try that?

It appears right after the Windows logo comes up.

I can boot into safe mode. But, after the dialog box appears, the screen turns black and the word, safe mode, is located in every corner. I am a computer novice, but the only thing I seem to be able to do is bring up the task manager window. But, by accident, I was able to get the C:\Windows\system32\cmd.exe window to appear from fooling around with the task manager.
