WinXP;Can't access Power Options on Admin

When I access Power Options on my Owner account, the Power Schemes dropdown is empty and and the settings below that are titled "Unknown" and all of the settings are gray and inaccessible. I've tried accessing it in Safe Mode and same problem. Any and all help is appreciated...

Have you tried to make the account an administrator then make the changes?

My Owner account is already my Administrator. Sorry if I didn't make that clear.

is this a laptop or desktop? how old is it? maybe hardware/driver issue.

It's an HP Pavilion 516x, if that's any help. It's a desktop. It's about 5 years old. I reinstalled Win XP about 6 months ago. May be due for another reinstall, but I always consider that a last resort. Any other thoughts?
