wipe the computer clean and start again

hi everyone.

i have a computer that has a very bad virus, everything seems to be corrupt.

i have all files and folders backed up.

I was told that i need to wipe everything off the computer ie... files, folders, software. and then restart the computer from scratch and reinstall all the software that was previously on there.

this this information correct? If so how is it done step by step. (im new to this so please explain in basic terms)
