Wired lan internet access help PLEASE

How can be made that users in a wired lan, 6 users connected through a switch can have a ICS?
I mean something like dialing up a connection to connect to the ICS hosted on a local computer...and than be able to connect to the internet?

In thaht way to prevent ICS to all users...can it be done?

p.s i saw something like that in WI-FI...
 
You can have all the computers on the internet, or off the internet... Easily done either way, yet logging in to get the internet? It is possible, but I have no knowledge of such a program.
 
i think that maybe a hotspot type will help...does anyone know how to do it?
Or maybe Microsoft windows Server 2003?
 
You can look for a Cyber Cafe type software, where there are clients and a main server... a login/password is required to access the computer and the internet.
