do the wireless built cards capable of not working at all or can work on/off at times. Just want to know if its a hit or miss on this things?

Works on ON. Not on OFF.
Basically, if you have it on it'll search for wireless connections ever so often. So if you need to see if there are new ones or not, you can just refresh the connection list.
Other wireless cards have feautures where it'll automatically pop up a notification if it finds wireless networks. I'm not sure if this is standard though.
