Wireless Internet Connection

I have been pinching wireless internet from the street for about 3 months now but every 2 seconds the status on the taskbar will change from connected to low connectivity then to connected without connection then finally disconnected. It has 3 out 5 bars. Why is this doing it?

He can't contact the ISP cause he is STEALING internet. Get your own internet and stop stealing from your neighbor. No one here should help you steal.
