Wise computer-upgrade advice needed

Hey, I have a Dell:(
I am having slight framerate issue in Need for Speed Most Wanted due to out of date hardware. What should I upgrade first? (I think my processor is my bottleneck since it doesn't matter how high or low I set the graphics in the game, it always runs the same fps)

don't save the ram, its pc2100...too slow for today's standards. and like syschat said, it's probably not worth upgrading cause that system is too out of date. And if you want a new gpu you'd probably have to buy another dell psu cause the one you have definetly isn't enough. But if you really want to upgrade then i guess cpu would be first.
