Won't start up

I have a dimension 8200 that a friend gave me. When I turn it on all it does cycle through the Dell screen, an option screen that asks "safe mode, safe mode command prompt etc." then a quick blue screen that I can't stop to read. It does this over and over and over.

When I go into the boot menu it says there isn't a cd rom drive installed for some reason. I have tried changing the boot order, I have swaped IDE cables, I have checked jumpers, I have tried different hard drives, including the one I am using now. I don't have the original hard drive.
Dell support tells me it may be the power supply. But I don't see how that could be.

Any suggestions?
 
If it's not the hard drive that it originally had then its probably that its got an install of xp on it that wasnt for that computer, thats normally the reason for such things. I would advise re-installing xp onto it then see if you have any problems. I assume it does the same if it's in safe mode?
 
It won't start in any mode. It just cycles through the same things over and over.
I have never heard of a computer not starting because it has windows from another computer installed on it.
