Would this be possible? Resizing font in the .ttf format?

I know, from the title, it sounds like a supernoob question, I assure you it's not.

I was wondering if it's possible to make the letters smaller in a font file? I'm making a theme for the PSP, but the theme's font is WAY to big, it cuts off about the top 1/3 of the font on everything. So my question to you is is there any way to shrink the font down to about 9 pt.?

Usually a font's size is changed in and by the program that uses it (Works, Paint Shop Pro, OpenOffice, Paint, etc.).Is there a help file in the theme-building program that addresses this?

Dang, that's what I figured... Nope, there's nothin regarding that. I doubt he would, but maybe Tim Burton(The person who's webcomic I'm making the theme off) would resize his font or tell me how to do it.
