Would this CPU meet the requirements?

I have an AMD E1-1200 APU, a 1.40GHz Duo Core. Yes, I know, it sucks. But, I was curious, would this be as strong, or stronger, than a 3.0GHz single core? I want to play this game with my girlfriend, but when I launch the game it stops responding, I'm not sure if this is my hardware or something wrong with the game itself. It's been optimized with the updated AMD software on my computer, and this is a common problem in this game.

The name of the game I want to play is called "Tera" in case this needs to be known.
 
Probably not the cpu but the video. You are using on board video when the game requires a dedicated card. The fact that you have a cheap processor doesn't help though.
 
Hm, so the integrated graphics wouldn't be enough to match the minimum dedicated processor? I can run games like League of Legends, Garry's Mod, and Age of Empires 3 (just a few that came off my head) with at least 15fps, but then again those games aren't very demanding.
