windows vista will not let me drap folders into others or rename. user account control is off so i dont know what wtf is goin on. (says, "destination folder acess denied.")

Are you an administrator on your computer? Are the folders locked, where are you trying to drop them to?

Are the files in the folders being used or open?

My guess is he is trying to drop folders into another account's folder and he doesnt have admin properties.

We are always trying to think of this when the OP doesn't give us enough information.....
