x600 lagging issue

Freshbuilt, installed ati driver tried to play cnc generals performance couldn't even be compared to an mx400. even wit the lowest setting it's just lag. Downloaded chipset utility from intel said "Failed to identify your ICH". can anyone tell me what's wrong wit the video card/southbridge is it bad? Asus x600xt
 
yea id reinstall windows and make sure the correct ATI radeon drivers are in place.
if you cant do that then id say try reinstalling video drivers and generals.
and if THAT doesnt work then i would RMA the card. send it back!
but first, see if any of our other geniuses have some ideas.
