x700 Pro Problems

I bought a x700 pro about six months ago. When I start up almost all of the time the monitor is blank and the status light is orange. After about 1 min the card goes into VPU recover, and then it works fine. While I was playing BF2 I noticed that all of the textures were solid black. The gun, the ground, the trees, etc. Also Sometimes it would lock up and the screen would look like it went through a paper shredder. Hard to describe. I would say it looks like the normal image but maybe sliced up into 50 horizontal lines and moved about the width of the monitor. I also noticed the black textures in CSS but it corrected itself eventually (I think, dont really remember) and I also noticed the tearing thing a lot on BF2 (random times in game), once on doom3 (menu) and a lot on CSS (when I log on to a server and join a game).
So.... Anyone know whats wrong???
PS: I opened the case to check on some stuff and I noticed the GPU fan was EXTREMLEY hot. It has been on for about 3 hours, no gaming, just standard use.
 
I am still in the 2 year warranty (obviously, I dont even think this card has been out for 1 year). I wont buy a new one. I might consider better cooling, but my fan isnt always at the top rpm. Is there a program where I can see the temperature and edit the fan speed for different temps? Does anyone know the standard operating temps for the x700 pro?
