When you go into administrative tools>computer management go to the left side and look under Services and Applications for the "services" item which is the first of three items under that heading. Once you click on that to open it the right half of the screen will open up Services will a scroll list of several items in a vertical column. Scroll down that list until you see "Themes" and right click on that listing to choose the start option. See if that gets it going there.

You can save a theme at any time by first right clicking on the desktop or going into the control panel to the display settings. Once you have the screen resolution, desktop background, power options, and folder options all set the way you want them you save a new theme on the first themes tab in the display properties. But for now go into the services and apllications section and right click on the "themes" item which is most of the way down the list and right click on that to get it started.
