XP freezes while loading.

I tried putting the PC in safe mode first using the usual procedure. This didn't work as it just brought up a list of system files and their folders. Then I went into msconfig and switched on safe mode. Now it won't let me get any further than the loading screen and it just freezes. We're using XP 64.

Any ideas what I can do?
 
o yeah, i tried to reinstall windows but it won't let me do that either. It jsut says booting from CD and does nothing.
