If you are referring to Windows XP MCE, all you need is a TV tuner and a coaxial cable.

Yeah, you'll need a media center. The port will be towards the bottom area of the back of the computer. If it isn't a Media Center, you will need an adapter to attach to USB or something. The Win. XP Media Center software is really a DVR, so you can (well...) pause, record, rewind, and view (well duuuuuuuu!) TV, sadly, though, it is a little slower than actual TV, as it usually about 3 seconds behind, so I don't recommend watching real TV and the smae channel on your comp at the same time.

Also, I have a cabel internet provider (Comcast), and a splitter so I can watch TV and use internet at the same time, along with a spare cable, so if I disconnect the computer, and put the wire into the TV place on the comp, I get cable qualty channels on the comp :D !
