After doing a complete system restore by pressing F-10 on the setup screen it did the restore. MANY pop-ups come up saying "cannot recover file". I clicked ok...after the restore was over an error came up saying "windows could not start because the following file is missing or corrupt. <Windows Root>/system32/hal.dll. Please re-install a copy of the above file".

I can't even get into Windows. Any ideas??? I'm running on Windows XP.

it's actually a common problem, if you have any dynamic drive overlay, uninstall it. Then it should work...
You can download the dll file and copy it to a floppy, then copy it into windows.
You can get it from dll-files.com

i think he means, how would he copy it to windows if he cant get into it?
I am also wondering my self

dos floppy
dos should be working fine without the dll anyway, I don't think you would need it to be on a disk...
