Yellow icon backgrounds and doesnt display images properly

hey can anyone help, none of my images are displayed correctly they are just all filled with multi-coloured boxs.. In behind my icons it is all yellow and also occasionally in behind my mouse pointer depending on what it is on. I have tryed reseating hardware, reinstalling windows xp and changing graphics card and moniter with no luck, hope someone can help because im very lost thanks
