1st PC
CPU:AMD 955 is the best CPU

PSU: 450W PSU can not power up 2 x 4890, and if you are going to crossfire, get mobo with 790FX with SB750 instead.

OS: you need to get 64bit to run 4GB RAM, best to get premium 64bit

HDD: I personally go for WD/ Seagate

Is there any other website you could build the PC?

Go for the first one, but trade off the second 4890, get at least 4gb of RAM, see if you can't upgrade to an AM3 processor/DDR3 ram. the 945 might actually be cheaper than the 940, or at least roughly the same price. You'd need more than the 450w to run just ONE 4890. You might get away with it, but I wouldn't skimp there. With one 4890, get at least 550w, with two, I'd be leaning more towards 650w-700w, the more headroom you can afford the better. Makes upgrading in the future MUCH more pain free. Also, don't get an el-cheapo brand with higher watts. It'll be just as bad or worse than a reputable brand with significantly lower wattage, and stands a higher chance of kamikaze-ing your computer (Yes, that is in fact a word >.> ) OCZ, corsair, Antec are just a couple examples of good brands.
