Zalman Fan Controller, speeds and whatnot

Hello all, I'm looking at buying a fan controller for my latest build - it needs to be quiet.

Couple of stupid questions, I'm a tard with this kind of thing...

I'd probably have 3 fans in the case (2xcase, 1xcpu) - how does the controlling of the cpu fan work? I see in the manual for the fan controller it has a 'y' cable for connecting the cpu fan to the controller and the m/b at the same time, so what's in charge? Where would I set the speeds (controller or bios?)? From what I see - a 4 pin fan connector is for adjusting the speed of the cpu fan (as opposed to a 3 pin not? Does a 3 pin just send power?) - does the m/b have to have a 4 pin cpu cooler connector then? Or will the 4 pin on the controller take care of the speed control if the m/b only has a 3 pin connector? Also, if I connect the cpu fan to controller, and turn them it right down, will the computer allow the cpu to overheat? Or will it take care of itself, adjusting the speed where necessary?

I think the 4th pin enables speed control. with my zalman cpu cooler, if i plug it into the mobo and not the fan mate 2 that came with it it runs at full speed.
