Toshiba Laptop Hard Drive Troubles

I am trying to hook up the hard drive from my old laptop to my new one. I bought a usb to sata/ide cable to try and connect it to the new computer, however, the hard drive requires to much power for the usb1.0 connection. The kit I bought has no way to provide power to the hard drive except through the usb cable.

Does anyone know of an external caddy that will provide the hard drive power?

Specs:
Toshiba 60Gb HD, 5V, 1A, 41-pin IDE connector

Also, just curious, what is the set of 4 pins next to the IDE pins?
