Well, if you were building a computer for Crysis. I think you'd have to buy a Skulltrail Motherboard and two E8400's and crank them up to 4Ghz.
But, I'd say, if you're building a computer now, Go Quad. There's hardly any different between them and Dual and in a couple of years (Or Months, knowing technology!), things will be aimed a 4 Cores.
a qx9650@3ghz is going to beat an e8400@3ghz,
If you can afford a quality Quad, go for it.
Looking towards the future, I suspect that Quads would be utilize in game so Quads would be better off if you don't want to upgrade very soon.

Quad Core. I have a Intel Core 2 Quad Q6600 2.4 GHZ. Its great!

whoops, i meant dual CARD like SLI or crossfire. does a second card add power on its own, or does it need a better CPU, perhaps to send it more data to process.
