Which comp will be faster in terms of processing data?

1) AMD Athlon 64 X2 +6000 3.0ghz with 8GB ddr2 1066mhz ram
2) AMD Phenom X4 9950 2.6ghz with 4GB ddr2 1066mhz ram

Which one will be faster than the other one?
General task would be programming, connecting to different networks, encrypting and decrypting using different softwares.
 
the setup with the phenom, but ram is so cheap, why wouldnt you be able to get 8gb's on the phenom setup?
 
What could you possibly need 8 GB of RAM for? For that matter, the tasks you listed won't require even remotely close to 4 GB.

My motherboard has 4 ram slots and i already have 4 X 1GB rams and a +6000 cpu. So i figured that i might just change the processor to phenom X4.... Or not change my processor and instead buy 4 X 2GB rams with the money.

I dunno, i feel my computer is slow. When i defragment my HDD, it sometimes stutters when i open windows media player and browse the internet. For example after clicking on windows media player icon to open it, it takes 20 seconds to open it.
