Mobo still draws power after shutdown

After I shut down my PC, my mobo still draws power. The status light on my internal card reader is still on, my external HDD is still on (it turns off and on according to the PC's off/on status) For now I turn off the PSU switch to stop all power but I'm not sure if it's supposed to draw power like that after my PC has been turned off.
 
most PCs let you change thier usb-power settings in the BIOS
by default some boards leave it on so that people can charge thier phones etc....
 
Modern motherboards stay powered so that when the Power button is pressed, that power button closes a circuit, telling the motherboard that there has been a power-up request. When the motherboard is plugged (via the power supply of course) but OFF, the processor, pci cards, memory, chipsets and anything else aren't getting power, so no worries, it's just that there is enough power to close the circuit relationship from the power supply to the button and from the button to the circuit traces on the motherboard.
 
It is true that it doesn't hurt the motherboard as it is always having power to it, BUT, the power supply could short-circuit and kill the motherboard and anything connected to it or a surge could come running through during a lightning storm or when the local power company is training a rookie linesman:) - surge protectors shouldn't be completely relied upon - if there is a lightning storm, UNPLUG IT!
 
I think the worst that could happen is that eventually your BIOS Battery will die, and you will reset your BIOS everytime you powerddown your computer.
