When I start up my computer it takes a long time for the programs to load. Then when the computer loads 2-5 minutes any program selected to run, runs normally. I tried disk defragment, disk cleanup and virus scanning and those program do not really help . Here are my computer specifics.

Hp a810n

2.40GHz AMD Athlon 64 3300+ processor, 256KB L2 cache, 1600MHz FSB
512MB PC3200 DDR SDRAM memory, expandable to 2GB
160GB 7200RPM Ultra DMA HDD
48x CD-RW, 16x double-layer DVD-RW
Integrated SIS Mirage 2 graphics card with 128MB shared video memo

Are you sure that's not an Atholon XP3400+? It sounds like a typo there since the Socket A line saw the 2800+s, 3000+s, and 3200+s at vendors while the 3400+s were send to companies like HP and CompaQ prior to HP buying them out.

For lags or fluttering when starting Windows of desktop shortcuts that is a display related problem there. They appear then turn all white and then reappear with and Vista and the ATI Catalyst Control Center here. You likely either need an update for the onboard video or went for the wrong one for that model board.

Is there a program i can use to check what my computer specifics are

There's a few free programs that will list general system information. A quick and easy tool without seeing any new registry entries created simply needs a shortcut for the desktop you create on your own. That would be the System Info for Windows(SIW) tool seen at http://www.gtopala.com/

The free benchmarking program that does install fully would be PC Wizard 2008 that also will show cpu, board, and even video card temps. That's available at http://www.cpuid.com/pcwizard.php

While both are free and used here regularly the SIW tool also shows what softwares as well as hardwares are installed on a system. Simply download it to the folder of choice, right click on the exe file to create a shortcut even renaming it to SIW for short and drag onto the desktop.

Once there just double click on that and select an item in the left column like general system information, board, etc.. The screen capture here shows how that will look.
