Messed up modem

So about a week ago, there was a thunder storm and my power went out. But when the power came back on, I didn't have the net back. So I unplugged my modem and plugged it back in. But something weird happened. Instead of doing its thing, syncing and whatnot, then the ready light coming on, it just stayed flashing on the sync light... For a long time. Like 20 minutes. So I plugged everything back in and I check on my laptop and see that I am getting a connection to my router, but it's just local. Not internet. I try this a bunch, unplugging all my stuff, plugging it into different outlets, trying different places for cable... Everything.

So I got my modem replaced, thought for sure that was it. But it's doing the exact same thing! What am I to do? Do you think it's my cable that's screwed? Should I call Charter to come down and take a look? I don't want to overreact and get them down here just for something that I could have easily fixed myself... Any help would be appreciated.
 
If I was you I would call my ISP and have them come out and check it out, sometimes all you need to do is call and they can send your modem a signal without even comeing out so just call and see what they have to say.

Oh... That makes sense. I shall try that first. Hopefully that's all they have to do to fix it. Thanks.
