Guise any free program that i can use for filtering the above.
I've seen net dog or some similar sh*t but it's not free :( .
I could do this on the router but this is not for me and that person's router is blocked with a password by ISP so i have to look for a program on pc !!

not a good program at all.
It runs via a toolbar in your browser and needs a password, which is good but then i try uninstalling it and it let's me !! it shouldn't it should have asked for the password. So basically any average user can bypass that.
Any more suggestions in terms of free ones ?

dude that has nothing to do with antivirus besides i tried it in VM (no antiviruses installed). If only i could get a software that the admin could installed and standard users cannot access:(

just restrict that users/user group permissions to exclude uninstalling programs!

Thanks for the tip APJ you do have a point but limiting is too much.That user need some access rights but the only thing i want to limit is browsing activity.

I remember a program i think it was called 1st security agent, it would disable everything a normal user can do, even if you're an admin. it was quite good.
looking for something along that range. i will keep searching though
