I'd rather go for a OCZ StealthXStream 600W.

http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=4199883&CatId=6

Through a nice card in there and you are good to go. If you want, you could add another 2GB of ram.

And the PSU is 400w

Link dead.

Wow guys overkill on the PSU much? I'd say save some money on the PSU, go with an Antec Earthwatt 500watt or something.

yeah, way overkill on the psu.

as for the best value, get a prebuilt computer (dell etc...) then add in a video card or other essentials. MMezna's looks good.

first off, thanks guys for the set-up.

idk if i can trust refurbished items from tigerdirect.

Edit: I've been hearing that refurbished items break easily. is that true?

lol... no refurbished means that there was something wrong with the item when it was made, like they forgot to put the hard drive or something, so it gets call backed to the manufactuer and add the missing items. Therefor, they can not sell the item as new, but use the term "refurbished" And, I use refurbished items all the time especially from fry's electronics, most of their items are refurbished.
