What exactly is this?

They are talking about visual noise that you see on the screen not the audible noise from the card itself, say you are getting some sort of distortion or interfeerence this is supposed to clear/clean it up! Seems like that would be more worth while then that.
 
To answer the original question, it's a waste of money for anyone that paid for it. Computers are not suseptable to the types of signal loss that consumer electronics are known for (that in itself is a theory).

So it seems as though HIS is trying to play in Monster Cable's court and sell you a fix for a problem you didn't know you had.
