So I just installed my video card.. for awhile it wasn't working and I think it was because I didn't push it into the PCI slot hard enough. Either way, now the fan turns on, but I noticed these little red bulbs are there and they only flash on and off when I turn the PC off. What are the purpose of those bulbs?

those are most likely just to indicate that the power supply is in standby (no on, but there is still some power going to the motherboard etc )
Asus has this on their motherboards too, to show that you cannot add or remove hardware safely in this state. you would have to turn off the powersupply completely to remove all power from the motherboard (and the parts in it) to actually add or remove something in the pc.
