I have a network with 10 computers. These are split between two offices. The two offices need to be able to share files, but not on such a scale as they do betwen users in their own office.

There is no server, it is just a peer to peer network.

Currently, all the computers are part of the same workgroup. When you navigate to "my network places" there is a huge array of resources, most of which are not really needed.

So, is there a way to control what appears in the "my network places"?

Also, if I created two workgroups, one for each office, how would the shares then appear? Would "my network places" just show the workgroup shares, or both workgroup shares?

No don't think it's possible.
I once asked the same thing a while back but go no replies

When you go to network places (after creating workgroup) you will see different workgroups but you will still be a able to browse through different shares
