Help! What is this problem?

I've bought a new PC one month ago. Everytime I turn on or turn off the light in the room, my PC run abnormally. example: automatically shutdown, open My Computer, disable toolbars (while run utorrent), open Window Media Player,... I've tried many times so I'm pretty sure about it. I've scanned for virusses and spywares. I think the problem may be PSU, mainboard or my optical mouse (respond with the light). My PC's configuration: CPU E8400, mainboard GIGABYTE EP45-DS3, RAM Kingmax 2 x 1.0GB bus 1066MHz, HDD Seagate 320GB, VGA Inno3D 9800GT 512MB, PSU CoolerMaster 600W, keyboard+mouse Logitech G1. How do I fix this problem?

I dont buy it, how would turning on a light cause the pc to open or alter programs etc? I could understand the whole thing turned off when you flipped a switch but its not even conceivable that the wiring in your house is causing those sorts of problems.
 
Wow... thats the weirdest thing I've ever heard.... lol. One way to test if its actually the "light" in the room... unscrew your light bulbs. How new is your house? Some of the brand new houses are computerized. (If you turn off you lights, your blinds close, and all of the electronics in the room, automatically turn to power saver mode.) But I can't see that effecting your wall outlets.....
