Partitioning a hard drive

I've partitioned my hard drive using Vista's Computer Management but when I partition it it says shrink space 6585MB (something like that) available when there's clearly a lot more available that what it's telling me. I've got a 160GB hard drive, 72GB is free. I want to partition maybe a 20GB partition. Is that able with maybe another programme?

[EDITED]

I ended up using PerfectDisk 8 to move all system files (except the MFT) to the beginning of the drive. Then I used GParted LiveCD to shrink the drive to 60GB, and created a 165GB secondary partition. Then I used a Windows Anytime Upgrade disc (has all versions of Vista 32bit on it) to 'repair windows' and re-install the MFT that GParted removed to shrink the volume.

Works like a champ now :)
