region changes for dvd drives

Under device manager-dvd drive-reigion, there is a warning about changing the region setting. "after changes remaining reaches zero you can not change the region even if you reload windows or move the drive to a different computer". I'm interested in why this is so, how the limit is accomplished, and does that apply even if you change to a linux operating system.

yeah, that's what I said but....

I know that, my question was how is how was accomplished and would loading linux solve the problem. My concern is that malware could easilly similate excessive regional changes thereby rendering your DVD burner useless. I'm interested in understanding the reasoing behind the limit and whether it's merely a microsoft limit or does it apply to the dvd unit reguardless of operating system.
 
i don't know why 3 times. its not the operating system. its a burn to the eprom..
my guess its for exporting.

Its so you cant just change your region codes every other movie to watch pirated dvd's from other countries. Some drives are region-free though and you can watch movies from any of the region codes.
