Water cooling for my pc?

Hi i would like to get my Phenom 9950 125w saftley to atleast 3.6. I would like water cooling, and spend under $350. If this is not possible, any other kind of cooling that can achieve this for under $350 will do.

  #2. Its a triple core so it produces less heat.
