How can you use custom vista themes?

I have seen several peoples desktops and windows and programs and stuff with different skins that look awesome, but i have never known or found out how to do it.

I assume it is just download the themes and apply em like you do the other vista themes, but where can you get them for free, are there any good sites?

i will do I'm more after a black and blue one with different start buttona nd windows bar or a black and red of the same type, something not "plain" but different to the standard vista one
