I need to create a Windows account

im want to create a windows account that can do the following:
-Only allow specified programs to run
-Only allow access to specified web pages
-Disable installation of programs
-Shut down computer at designated time
-All the above can only be bypass by entering the Administrator password

I'm using Vista Ultimate and have only one account currently, with administrator's rights. thanks

You'll need to create a second user account that has limited accessibility.
Basically create a new user account and don't make it an Admin account.

Those restrictions are there by default.

Not sure about shutting the pc down at a certain time.
