Stopping internet access

Is there any way of stopping internet access that cant be easily reinstalled?

Thought of removing TCP/IP protocols -

Removing the network service-

Any other ways?

unplug the router? To restore it, simply plug it back in.

Should have said, it is to stop people from using a 3G USB device.

Laptops, yes and XP and Vista.

I found this while i was trying to change my ip address.
Goto internet explorer->tools->internet options.
Goto connection tab. Select Lan settings. In the proxy server field, check the box "use proxy server for your LAN" and fill any random number in the text box. Select OK and now try to open any website. I m sure no website will open. I thought this was for internet explorer only, but when I did this, internet was totally gone, neither any browser niether any program update was able to connect to internet.

When u want to undo this, simply uncheck the "Use proxy server for your LAN". Thats all
