Pixels off, graphics glitch

Hi all! I'm having a problem with my graphics in games. It's something that's been frustrating me a while now. As you can see in the attachment (and don't mind the missing colors - had to get under the size limitation), it looks like the graphics are rendering off from where they should be. I'm not really sure how to describe it. This screenshot is from the Sims 3 and it should read:

M T W T F (or something, I've never seen the days yet xD)

This glitch does not just occur on text. Objects, UIs, and such have these "misplaced pixels" as well. This glitch has never occurred in anything except games. It has occurred in the following games: Sims 2, Sims 3, Warrior Epic, Cue Online. It has not occurred yet in: Sims 1, Counter Strike, Left 4 Dead. One of these glitchy games, Cue Online, is able to run smoothly at max settings on a much older, much wimpier computer. This glitch occurred before and after installing the latest graphics driver. This glitch occurs on every start for Cue Online and disappears for the duration of play; often in Sims 3, in any mode; occassionally in Warrior Epic; rarely in Sims 2. Here's the spec lowdown:

Model: Dell Studio 17 (bleh Dell)
Proc: Intel Core 2 Duo T6400, both @ 2 GHz
RAM: 3 GB
OS: 32-bit Vista Home Premium SP1
Display adapter: Mobile Intel 4 Series Express Chipset Family (I think Mobile Intel GMA 4500MHD?)

The only temperature reading I can get is the CPU, which is running at an average of 55 degrees C while The Sims 3 is open and running.

Any help with solving this problem would be greatly, greatly appreciated!

I haven't patched yet, but I came across another thread somewhere on the internets that has the same problem as me. The problem has not been solved (or adequately looked at, for that matter), but his specs from the post are:

OS: Windows 7
Display: Mobile Intel(R) 45 Express Chipset Family

He claims his temperature is fine, and his laptop is about 6 months old. He seems to have updated to the latest drivers. From this information, do you think it might be just the Intel integrated chipset? In other words, just plain out of luck?

Could be considering the intel integrated graphics are pretty bad to say the least.I would try to see if the latest patch helps, might just be a glitch with the gma 4500 that could be fixed with a patch or something...
 
If i remember umm, when i used to try to play NFS Underground 2 (ya old) on my VIA integrated graphics adapter, i used to have the same problem, like i could see the images, but they would be plain, no details, some words were unreadable, and like it was terrible, i have a picture i'll show, but i later realized it was because my pixel shader wasn't high enough and if i'm correct i think sims 3 needs 2.0, so make sure the Intel graphic are supported...

Sims min req says for intel integrated you need
Intel® Extreme Graphics
GMA X3×00 series
